Country availability, account age, recent guideline strikes and authenticity checks all gate entry beyond the raw numbers. Check Settings → Creator tools in the app for your account's actual status.

Do bought followers count toward the thresholds?

Accepted Answer

No — and worse than not counting, inauthentic activity is one of the review criteria. An account that would otherwise qualify can fail the authenticity check because of a follower spike it bought months earlier.
